Custom fields not showing up anymore

I upgraded to vb 3.6.3 withe security patch for 3.6.4. Now when someone submits a new VB style some of my custom fields are not there. I have opened up and saved each field and still no luck. I have also deleted fields and rebuilt them with now luck. Any ideas on how to get them back?

As an admin I can see all them just fine. It is only on regular users.

Are they set to moderator only? Are they just the titles missing or the input boxes too?
