Show 1 Ads, permanently,if, Usergroupssetting turned off.

Hi,
is it possible, that a Banner is Show for all Users.
If in the Usergroupsettings is can view Ad turned off.

I will ,that 1 Banner is show for all Users and not can turn off,because all other Banner are only for the non supporter Users.

Sorry for my bad English.
